Allowing her loved ones, those responsible for her, to believe she was dead, murdered even, was quite reckless. But charging her with creating a "false police investigation" seems a bit unfair. Petty even. Granted if you run away or disappear it's likely someone will contact the authorities & resources will be spent seeking you out, but you don't control that process.
Furthermore, & not to play armchair psychoanalyst here, it seems as though some mental health issues might have been at play: not even going outside, at all? And hiding in a cupboard? Agoraphobia perhaps?
