If the intent is to suggest Palestinians cease their militancy isn't that a bit like demanding black people in the US cease agitating for civil rights during Jim Crow? Wouldn't peace & quiet result? Offers of autonomy in Gaza & the West Bank never included Arab control of borders, security, nor even water rights. All essential elements of true statehood. Meanwhile settlement building & strictures increase.
