Germany is exactly what King Abdul Aziz proposed to FDR during Roosevelt's last summit on his way back from Yalta. "Why should Arabs pay for German crimes?" the king told FDR. I think Britain & the US were too nervous over the possibility of socialist kibbutzniks leaning toward Stalin—he did supply the Yishuv/Israel's first military grade weapons—to agree to a Jewish state in Germany.

And yeah, it was a mess. But I think we have to blame the UN, which made the actual partition. The earlier Peel Commission partition was never enacted.
