I don't think Taylor was targeted intentionally. As I recall descriptions of the raid officers hadn't actually entered the premises when responding to a single shot fired by her boyfriend, Kenneth Walker. Given their lack of any target, instead of shooting blindly through a door, the officers should have taken cover. That was the basis of Harkinson's indictment (members of the grand jury in question say they were never presented with the possibility of charging the officers in Taylor's death).

It's a tough call, because Walker did fire first. He says he didn't know they were police, which I believe, because why does a law-abiding person fire a single shot at police outside his home?

I think the principle issues are with the warrant, the method of entry & the tactics used after the shot was fired. I also think there needs to be a more decisive ban on no-knock warrants. Especially when sought only as a means to preserve evidence. People's lives matter more than evidence.
