Meir's passport was created by British Mandatory authorities, for in actuality there was no Palestinian state at that time that could provide passports in its name. When she spoke of being Palestinian she was being ironic: ie. the "true" Palestinians were Jewish.
While it might be tiresome to repeat even a cursory study of the Holocaust & pogromist decades that preceded it should tell anyone that Jews simply cannot suffer becoming a minority again. And that is what would happen sooner or later in single-state.
The better solution would have been to offer Palestinians a smaller, but secure, prosperous & autonomous state in the West Bank & Gaza. Unfortunately decades of settlements & punitive strictures against Gaza have made that problematic.
