Not exactly. Loving v. Virginia prevents the states from banning interracial marriage. Prior to that interracial marriages were legal in many states, but not all. It's a bit like the 20th amendment, giving women the right to vote. It did. But because voting was controlled by the states, many women already had the vote, depending on what state they lived in. The 20A just universalized it.
Still, you're right that it's incredible that any state might ban interracial marriage as late as '67.
