One problem with addressing this is that isn't just a white/black issue. Plenty of people in black communities want more aggressive police & plenty of whites are frustrated by the lack of law enforcement accountability & even more by absence of alternative services, especially those that address mental health emergencies.

I at least interpret defund the police as a drive to provide alternate services for non-criminal public-sector emergencies. E.g. Cali's Psychiatric Emergency Teams helped to avoid needless shootings &/or suffocations for people undergoing drug reaction & mental health emergencies. But then the program was reduced, eliminated in some areas due to lack of funding. So police taker over their duties.
