Regarding lynching: It's murder, which is usually a state crime only, unless certain elements such as the killing of the President or other high federal officials (when JFK was assassinated it was still only a state crime).

Lynching, however, could be prosecuted as a hate crime, & thus be subject to federal prosecution.
