Yes, some Arab did shelter refugees prior to & during the war, but contemporary Palestinian historiography fails to take into account the degree to which Arab violence compelled the British to shut Palestine down as a place of refuge for Jews, with the Mufti later extracting a promise from Hitler that Germany would not allow Jews to emigrate to Palestine.
