The Palestinians per se did not, true. But Egypt, at the very least, did have an air force that included Short Stirling bombers & Spitfire Mk 22s. In '49 they obtained their first jet fighters, Glouster Meteors. The Syrian air force fielded US North American T-6 Harvards which were used in the '48 war.
