Unfortunately, after watching the video & reading Bailey's account, it appears they were bona fide police. From what I gather she was confronted at first by park security, then as she & her family made to leave, police officers approached & demanded her ID so they could cite her, thence, I suppose banning her & her family from the park henceforth.

As if anyone undergoing that nonsense would ever want to return....
