Yes. In a production like this, even being fairly low budget, the armorer ought to have provided prop guns for blocking & rehearsal, only switching to real, if necessary, for the actual filming. Had the real guns been under lock & key no one could ever put live ammo in them.

Agree, if it's true they hired scabs after the union crew walked off that goes to their liability. This incident is definitely going to cost.
